This position supports tasking for PMA-265 Swiss Integrated Program Team, NAVAIR Headquarters in Patuxent River, MD. Specific duties include: Perform critical program management, technical, or business analysis of major DoD acquisition systems and provide recommendations to support various aspects of FMS programs and ensure program success. Provide program analysis support for all aspects of the program. Participate as a member of and/or support the overall Program and Integrated Product Team (IPT). Collect, compile, organize and interpret technical data and financial information relating to aircraft acquisition and product programs. Track program/project status and schedules. Apply policies and procedures for financial planning.
Education: An MS or MA Degree from an accredited college or university in Business, Management or a relevant technical discipline is required. This position will allow various combinations of education and experience using a 1 year of education for 1 year of experience substitution.
Experience/Knowledge, Skills and Abilities: At least ten (10) years of experience in program management, technical or business analysis discipline, related to weapon systems acquisition and life cycle management; and a minimum of six (6) years out of ten (10) years of recent work experience related to analysis and planning to include specific knowledge of FMS and Defense Security Assistance Programs is required. Familiarity with SECNAV, OPNAV and OSD forms related to PPBS, Military Interdepartmental Procurement Requests, Work Requests, requisitions, Contract Data Requirements List, and DD254 is required. Demonstrated Experience in the program/project status, earned Value management and schedules is required. The ability to develop briefing materials, correspondence and meeting minutes utilizing Microsoft Office Suite with Project is desired. General knowledge of NAVAIR policies, procedures, terminology and requirements is desired. Familiarity with NAVAIR security/technical transfer policies is preferred.
